Development of a Public Coronavirus Twitter Data Set

Tracking Social Media Discourse About the COVID-19 Pandemic: Development of a Public Coronavirus Twitter Data Set: At the time of this writing, the novel coronavirus (COVID-19) pandemic outbreak has already put tremendous strain on many countries' citizens, resources and economies around the world. Social distancing measures, travel bans, self-quarantines, and business closures are changing the very fabric of societies worldwide. With people forced out of public spaces, much conversation about these phenomena now occurs online, e.g., on social media platforms like Twitter. In this paper, we describe a multilingual coronavirus (COVID-19) Twitter dataset that we have been continuously collecting since January 22, 2020. We are making our dataset available to the research community (this https URL). It is our hope that our contribution will enable the study of online conversation dynamics in the context of a planetary-scale epidemic outbreak of unprecedented proportions and implications. This dataset could also help track scientific coronavirus misinformation and unverified rumors, or enable the understanding of fear and panic -- and undoubtedly more. Ultimately, this dataset may contribute towards enabling informed solutions and prescribing targeted policy interventions to fight this global crisis.

Palantir to Help U.S. Track Covid-19 Vaccines: Data-mining company Palantir Technologies is helping the federal government set up a system that will track the manufacture, distribution and administration of Covid-19 vaccines, state and local health officials briefed on the effort said.

Palantir has been developing software that federal health officials would use to manage the various vaccine data and identify any issues that could prevent Americans from getting the shots, according to the health officials and materials reviewed by The Wall Street Journal.

The system, Tiberius, marks an attempt to use cutting-edge data science to help the federal government manage the work of protecting Americans against Covid-19.

To make sense of coronavirus, we need to embrace doubt: Get the numbers straight, but then question them

As powerful as they may be, coronavirus figures also
have their limitations. From the very start, mistakes were made by both
laymen and experts. Let me mention three emblematic examples.

First: misleadingly precise numbers.
It was immediately clear that the actual coronavirus cases were much
higher than those reported in official figures, and circulated, often
uncritically, on social media. Since in most countries not everyone was
getting tested, the figures could at best gauge the lower bound of the
actual numbers.




Second: skewed samples. For instance, a study by
Stanford researchers to estimate the prevalence of the virus in Santa
Clara County, California, concluded that Covid-19 was much more
widespread than initially believed. Researchers had used Facebook ads to
recruit test subjects, which is a convenient method, but also one that
distorts the numbers, as people who feel sick are likely to self-select
into such a study in order to get tested.

Third: mistaking correlation for causation. There were endless speculations about which countries did “best” in tackling the pandemic.
It is tempting to gaze at the figures and come up with some facile
explanation for the differences. Some have claimed masks are the
solution, others that we should all have robust contact-tracing like
South Korea or a laissez-faire approach like Sweden. But there is no
silver-bullet solution. Countries have different testing strategies,
different demographics, different healthcare systems. And some countries
simply had more luck, as the pandemic knocked on their door later and
gave them more time to prepare. How countries fared probably depends on a
complex interaction of many factors, which will take years to
disentangle.
So how can we make sense of this crisis? Obviously, numeracy helps.

Responsável pelo tratamento dos dados e intervenção do médico no STAYAWAY COVID

Estabelece o responsável pelo tratamento dos dados e regula a intervenção do médico no sistema STAYAWAY COVID: À semelhança de outros países, em Portugal, foi considerado relevante a utilização de um sistema digital de identificação e notificação de fatores de risco - em função da proximidade física e da duração do contacto com doentes COVID-19 - como medida complementar da estratégia nacional de resposta à pandemia de COVID-19 e atento o seu interesse no domínio da saúde pública.

Deste modo, foi criado o sistema STAYAWAY COVID, desenvolvido pelo Instituto de Engenharia de Sistemas de Computadores, Ciência e Tecnologia (INESC TEC), em parceria com o Instituto de Saúde Pública da Universidade do Porto e as empresas Keyruptive e Ubirider, no âmbito da Iniciativa Nacional em Competências Digitais e.2030.

Por outro lado, é ainda atribuída à Direção-Geral da Saúde a responsabilidade pelo tratamento de dados do referido sistema, que contrata à SPMS - Serviços Partilhados do Ministério da Saúde, E. P. E., os serviços e meios técnicos necessários ao seu adequado funcionamento.

A Comissão Nacional de Proteção de Dados, na pronúncia que efetuou sobre a avaliação de impacto sobre a proteção de dados em relação ao sistema STAYAWAY COVID, recomendou que fosse dado enquadramento legal a alguns dos aspetos respeitantes ao seu funcionamento.
