The percent of tests that are positive is increasing, which is a clear indication that the actual number of cases is increasing. Further, in states like Arizona and Florida, the numbers are truly shocking, with the increases in new cases massively outpacing the increases in testing. We are clearly still in the middle of a deadly outbreak, and it is getting worse.
