•Digital security risk is increasing as malicious actors take advantage of the coronavirus (COVID-19) epidemic. Coronavirus-related scams and phishing campaigns are on the rise. There are also cases of ransomware and distributed denial of service (DDoS) attacks targeting hospitals.
•Individuals and businesses should exercise caution when they receive coronavirus-related communications, and use appropriate digital security “hygiene” measures (e.g. patching, use of strong and different passwords, regular backups, etc.).
•It is essential that governments raise awareness, monitor the threat landscape and publish easily accessible guidelines for digital security hygiene, in particular to vulnerable groups such as the elderly and small- and medium-sized enterprises (SMEs). Governments should also co-operate with all relevant stakeholders, including to provide assistance to operators of critical activities such as hospitals, as appropriate.

Los juristas avisan: se están aplicando medidas propias del estado de excepción: Se daban los presupuestos para decretar un estado de alarma pero la forma en la que se está desarrollando suscita muchas dudas entre los constitucionalistas. Entre otras cuestiones porque el estado de alarma no prevé una suspensión de derechos que de facto se está produciendo desde que el pasado 14 de marzo el Gobierno anunció esta declaración. Con la totalidad de los españoles confinados en sus casas -a excepción de una minoría dedicada a los servicios esenciales-, un Parlamento desactivado que no puede cumplir su función de control al Gobierno, y los derechos de los informadores limitados ante la imposición de unas ruedas de prensa telemáticas y encorsetadas, poco margen tiene el ciudadano para cuestionar la labor de un Ejecutivo que, en opinión de los expertos, «se está aprovechando de las circunstancias».
En una valoración estrictamente jurídica, los constitucionalistas consultados por ABC alertan de la extralimitación del Gobierno en las medidas que está tomando, que son propias de un estado de excepción.
